    As long oxygen supply is sufficient to brain, it will be active. Once it is active, it keeps giving instructions to nervous system and cells keep moving. This is the reason, when drunk, brain does not get sufficient oxygen, since most of the oxygen is used by liver to digest / divide / process the harmful elements of alcohol, Then cells does not move at the same rate/speed. so a person wavers and can not have normal reflexes.
