Usually once you delete something from your computer, then it goes to Recycle bin and then we delete it from there permanently, but if you are doing the Shift+Del action, then you can bypass this recycle bin step, even though the contents of the file doesn't get permanently deleted, there are some traces of that file left for a few weeks on the hard drive of your computer and that can be recovered using some third party softwares.
So if you want to ease the data completely then it is recommended to use some third party softwares which are used to clean the hard drives, SSDs Drives etc. You can use Eraser tool for this job, you can also follow the command line instructions that are given by the manufacturer of the storage device to do this.
