Yes, the life expectancy rate of India has gone up by 5 years in the last decade. According to the Union ministry of health and family welfare, the average life expectancy rate in the year 2001 was 63.1 and in the year 2011 was 68.45. The editor of the Indian Journal of Medical Ethics, Dr George Thomas has said that steady food supply is one of the prime reasons of improvement of the life expectancy rate of India in the recent years. Many other statistics by health ministry life Maternal mortality ratio and Infant mortality ratio have also shown improvement in the health care facilities in India.
