Yes, it is a disease of codominance. If a person has one defective form of the Hex-A gene, then he/she will be able to function normally and doesn't have the disease. It is because the body of the person creates enough enzyme to function normally, but it can only be produced at 50% the rate of a person with two Hex-A genes.
