A full moon occurs in every 29.5 days. February is the month which have either have 28 days or 29 days so it is sometimes possible to miss a full moon. However, in 1972, which was a leap year the full moon occurred on 02/29 at 03:12 UTC. But, it has been found that in 1999, there was no full moon during February.
