Help coming up with another rule for magic in my book?

I already have two: * Experienced magic users don't have to have a wand * Magic users have a 'cooling off' period before they can use the same spell again.

Can everyone learn it, in your book? Or is it something that only a few people have the capacity for, within them? Are there different TYPES of magic, and different ways of being a magical person? Or just one? Does it have any kind of impact on one's physical body, for better or for worse? Does it leave a mark? How does your fictional society view wizards and witches? Are they loved? Hated? Feared? Begrudgingly put up with? And.. what are the laws, as it pertains to magic? What path do magical people follow, in order to learn and increase the strength of their magic? Is there a school? Some kind of secret initiation? Are there elders and mentors? Do people practice openly, or do they have to practice in secret? Is it possible to let go of, or get rid of, your magic? What happens if you don't use it? Can you conceal who you are, among non-magical people, if need be? Or maybe not so much? How do magical people in this society.. well.. organize? Are they all individualists? Or do they have some kind of shared, common goal, that most of them are working towards? (Like the defeat of Voldemort, in Harry Potter.) Just some questions that might get you thinking. Or at least, so I hope... I deliberately chose NOT to answer them, though! As this is your universe. Not mine. :)

Sounds like a ripoff of Harry Potter

Only (one, two, ... pick a number) spells can be in force at a time. So you can't have your shields up and attack at the same time.
