Yes, it's one factor, but only one. If you dress almost as nice as the managers every day, it will be noticed and their impression of you will be better. Whatever you do, don't dress better. Attitude, grammar, ideas, good attendance/work ethic and the way you act actually count for more.

Not dressing in a way that the bosses consider appropriate would probably diminish a persons chances of promotion.

You can certainly influence some by your dress and maybe increase your chances for promotion as well as that work against you for instance if you maybe dress less appropriately for you job than you should. However it's probably not the major factor in consideration with promotions in most cases. Other things count for way more than the way you dress but it does count for something in that in some cases.
