The General Enrollment Period (GEP) runs Jan through March. So yes, you have until March 31st. Medicare Part B will be effective July 2019. People who sign up for Medicare Part B will be penalized 10% a month in their premiums for every year they could have signed up but didn't UNLESS they were covered by their employer group health plan and employment ends - in which case the SEP applies to them. There is a Special Enrollment Period (SEP) for people who have been employed and have had medical insurance through their employer or their spouse's employer. It begins when employment ends and it runs for 8 months. The later you sign up for Medicare Part B in the SEP - the later the coverage becomes effective. People who sign up under this provision need form CMS-L564 completed and signed by their employer.

That depends on your situation. If you are turning 65 or lost your previous insurance or some other circumstances or are switching to or from a 5-star plan you can enroll. I dont know about the deadline of March 31. Look at the Medicare site or call them.
