Depends on your other income The default is zero, you decide the percent If married filing jointly if your other income and 1/2 of your SS (both spouses) is less then $32,000 none of your SS will be taxable, if over $32,000 up to 85% of your SS is taxable. Example my other taxasbkle income plus 1/2 our SS eguals about $38,000 approximately 10% of our SS is taxable. I have zero deducted from my SS and just a little extra from my other income

That depends on what your other income for the year is, and your filing status. If you are single and your other taxable income will be more than about $25k, then just about the full 85% of your SS that can be taxed will be taxed. You can have it withheld at 12% for federal. If you will be earning substantially more than $38,000 including one half of what your SS is, then go to 22%. If your taxable income INCLUDING half of your SS will be under $25k, you should be safe with having no federal tax withheld.
