There is no such thing as 'being renewed' with a driver's licence. It's either renewed or it's not, no middle ground. When the licensing authority in your mystery location offered to renew your licence, they already made the decision to allow you to renew it. If you renewed it before the expiry date (which involves paying a fee and signing a form), the process is already over. Even if they only gave you a temporary renewal document, your licence is renewed. If you didn't renew your licence by the expiry date, it's expired until you renew / reinstate it. Again, there is no lengthy process to this. Valid only means one thing, expired only means one thing, and there is no middle ground.
