A Manufacturer's Statement of Origin is NOT a title. Only the STATE where your car is registered can issue a legal title for your vehicle.

The MCO is NOT a legal title for your vehicle which states ownership. It is simply a specified document certifying the country of origin of the merchandise required by certain foreign countries for tariff purposes and has nothing to do with a legal title of ownership issue by a state transportation entity.

State issues title for vehicle to owner name. a new car from dealer does NOT have a title since different states have different title forms and issueing agencies, different laws. Maker of Vehicle has 'certificate of origin' as required by federal laws that state uses to generate their title. Some of Mainland Chinese scooters and motorcycles sold internet are shipped from west coast warehouse or from China untitled but with 'certificate of origin' that shows where made and safety equipment and emmissions standards ---SOME of those Vehicles can NOT be registered for road use and in many states can NOT be titled. Home made cars get inspected and are supposed to have bill sheet, statements of origin of main parts to get a title/registration. a 'manufacture statement of origin'is NOT a 'legal title', it is used as basis for generating a state issued 'legal title'
