Dial up. You still need to pay for an ISP.

You used to be able to get dial-up internet (very slow) on a pay as you go basis by dialling a number provided by a service provider, but I don't think anybody does this any more

No, not anymore, because v the landline phone is plugged into the modem. If the modem is dead, you have no internet and no landline.
