Why is the iPad NOT considered to be an enterprise-worthy device?

We use them in my enterprise (global telecom software and hardware infrastructure provider), so your statement is invalid. Whoever told you it is not enterprise-worthy does not understand iOS security or have access to the myriad of tools that can provide remote support (including wiping the device and turning it into a brick. As an IT professional, I like the iOS security Apple provides.

This is a highly subjective question. When I hear the word "enterprise" in the world of computers, I'm thinking of Information Technology devices that are suited to the needs of business. Of course, businesses are sparse in shape and size. One reason I don't see any of the iPads enterprise worthy (for sake of comparison, the Microsoft Surface Tablets) is because it DOES NOT run a full desktop OS, but rather a mobile operating system. Yet, Apple have advertised the iPad Pro to replace desktop computers (in a very general sense). If they are on about the home user, sure. But, if they are suggesting the iPad Pro can replace desktops in a 'one size fits all' business environment. Then, I have to say it isn't enterprise-worthy. You could argue that low end desktop computer are not enterprise worthy either, BUT THEY DO run a full desktop OS, which is infinitely more versatile and standard.

Because whoever is doing the considering has a very strange idea of what being "enterprise-worthy" means.
