What would make a good bolt cover for snow machine in very cold conditions?

For a highschool project I have to put something like liquid silicone over a bolt on a snow machine. It's a 10.9 grade steel bolt with serrated edges that wear down the riders boots. I'm looking to prevent this by adding a liquid over it that could mold to the shape and prevent it from harming the boot. Any suggestions would help!

Silicone sealant would probably work, like they use to seal aquariums together, but I don't know if it would be robust enough, so you might want to affix a simple protective cover over the outside. It would still be relatively easy to remove if necessary. . .

I'd consider bolt replacement. Same diameter with Carriage type head. Its boot friendly..
