Yes maybe; a gene that would kill or correct cancerous DNA might be carried into the body by way of a genetically engineered virus.

Probably not. The only way to do that would be to genetically alter the DNA in the sperm and/or egg so that all cells have the right stuff. Right now, there is not even a theoretical genetic change that would be capable of eliminating cancer and even if there was, that type of genetic engineering is illegal virtually everywhere in the world.
