Hard to say Peregrine Falcons are pretty keen when it comes to site too. I'd say they were #1.

No. All birds of prey like hawks, falcons, ospreys, etc have sharp vision as well.

All raptors have very sharp vision as they need it to see and then capture their prey. Hard to say which of them has the sharpest vision, but I'd have to say it would be the owls as they hunt at night. I doubt there have been any real studies done but it's possible.

In distance yes they do, In how quick they notice it is a difference. If your talking about how fast they can notice something is owls.

Yes they do. But vultures are "up" in scale there equally I'd say.
