Mineral resources are not necessarily already mined -- rather, they are deposits for which the prospects are good, that they can be mined feasibly and economically. Mineral deposits are any identifiable veins or sprinklings of a mineral, in the earth's crust; very often, there is no near-term chance of recovering the concentrated mineral cheaply enough to make it "pay." Or, the mineral could be easy to gather, but not valuable enough to warrant the gathering.

Deposits refer specifically to un-mined ore. Resources are the total amount of the mineral in possession.
