For tax purposes, can I claim I’m insured even if it doesn’t cover state I live in?

I am fully covered under my fathers health insurance, but do not live in the range that it covers. Do I have to pay the health insurance penalty if this is the case?

You want to deduct your father's insurance premiums on your tax return? Is your father willing to let you do that instead of him? If your health insurance does not cover you in your state, that is one reason why not.

You are still insured and do not pay the penalty. The form only asks whether you have coverage. It does not ask whether you can use the coverage conveniently.
