Do you need an account with TD Bank to transfer funds back and fourth with Ameritrade?

NO All large brokerage firms have daily transmission of funds between all major banks. TD Ameritrade, one of the better firms, provides such service.

You mean from a bank account directly to an investment account? Don't need an account but if might be a bit faster.
