How do I report harassment by aircraft?

Its in the U.S. Also, the FAA was of no help.

If you can prove they are harassing you personally call the aviation authority which covers your unnamed country and report the matter. If you just happen to live under the flight path into an airport, move.

The FAA was of no help because it's unlikely anyone is deliberately harassing you by aircraft. It's far more likely that you live in an area being used as a "practice area". Student pilots spend a lot of time doing ground reference maneuvers, like turns around a point and S curves over a road. . And even if someone was deliberately trying to annoy you by aircraft, unless they were breaking some regulation, no one will intervene. You do not own the airspace over you.
