Can you drive on the day your license expires?

It expires midnight of the day listed. Renew before that date, usually up to 3 months early.

Sure you can. Just don't get caught. Expired only means one thing, and the law doesn't allow for grey areas. As soon as the date is the expiry date on your licence, it's expired if you didn't renew it. Unless you're a total rectum, most cops will probably let you off with a warning if you're stopped. But don't expect that kind of mercy from an insurance company, because insurance companies don't do mercy. If you give them a legal excuse to not pay for something, they'll take it every time. And they'll use it, because they're ice cold and heartless. Some people think insurance companies are evil, but they're not. You need a soul to be evil.
