If it's still branded as salvage, it will be a problem. Rebuilt is not a problem. Rebuilt means the damage has been fixed and the vehicle has been re-certified for the road. Just make sure you've got the right paperwork.

Yes if the paperwork is all in order. often it is a good idea to buy it in reverse order. find out what you will need, obtain all the paperwork, then buy it

In my state, they require you bring the car in and they come outside & verify the vin #. The primary concern is that its not stolen. My state has no inspections. That could be an issue if yours does depending on the quality of the work.
