As an adult you should be capable of doing a simple search of your states DMV website.

Apply for one according to the rules of the Minnesota DMV. Duh

Take driver's education, hold onto your permit for 3 months, read up on the rules of the road (driver's manual for your state), then go down to the DMV and take the written and driver's tests. Oh, yes, you need to have someone drive you and provide a car for the test. Don't show up without someone else (a person with a valid driver's license) in the car (front seat) with you, or they could ticket you for driving without a license.
