If you've got an uninfected PC, you could always download a copy of the Linux distribution Knoppix which will allow you to read a Windows drive. You should be able to burn it to a CD/DVD and run an antivirus program from there. Knoppix is a free download.

how do you know it's a virus? take it to a shop. i bet they fix it in 5 minutes.

You will need an anti virus program. Good luck since many are hard to get rid of. If it happened recently you can do a system restore.
