I reported a cyberstalker hacker who don't stop hacking my online activity and the FBI isn't doing sh!t?Why this?

Depends on how valuable you are to the US government. If you work in a sensitive position in White House or Pentagon or Congress or Supreme Court, or some other Cabinet department head office, maybe your case is just put in a large stack for later. Remember, the FBI was on enforced vacation for a month just recently.

It only appears that way. They will be tracking down the hacker's communications. This can take quite a long time if he's using an onion router, hacking in to people's wifi so never in the same place twice, bought his computer with cash second-hand so it can't be traced to his credit card purchases. Never using the same user-id twice on forums. Never revealing personal information so he can't be traced. Not sending long messages so his writing style can't be analysed and matched with other forum posts. If he is using a burner phone to stalk you then never also carrying his normal phone at the same time and using his normal phone at the same location as his burner phone. So it takes time for the FBI to track him down and then, when they know who he is, it then takes time to get absolute proof that is collected by legal means, and that can stand up in a court of law!
