Hello. I am calling a friend and she has an iPhone. When I dial the number there is one ring and then there’s the automated “i am sorry but the person you've called doesnt have a voice mail box set up yet goodbye”.

No. She hasn't set up voicemail with her service provider.

The message means exactly what it says --- her voicemail hasn't been set up. Unless she sets it up, you will have to live with things as they are.

If you’ve been calling her serval times (more than 1 day) then you’ve probably been blocked or ignored. Or highly unlikely something happened to her phone.
