Does the Victrola record player play without being plugged into a power source?

I assumed the plug it came with was a charger and that I could take the record player with me on picnics and to the beach and what not...

No, it’s not powered by a rechargeable battery. To get any reasonable playing duration from a rechargeable battery would require an unacceptably large, heavy and hugely expensive battery. If you want true portability then use a CD or MiniDisc player (the latter was VASTLY superior to CDs and tape cassettes) or use an mp3 style player which could just be a set of battery powered amplified speakers attached to your phone. Record players are spectacularly unsuited to beach and picnic usage: too much dust, insects, wind, and very difficult to obtain a level playing surface, even if you carry a generator to plug it into for power.
