Hello I found a tablet that has a password on it and there is no way to recover it how do I wipe it out and start knew?

You don't. What you need to do is turn it in at a local law enforcement office (police station, etc.). You might later be able to claim it (depending on local laws and other factors) if you leave your name and contact information there. Don't expect to get the item back, though.

There is no legal way to do that as the tablet doesn’t belong to you. “Finders Keepers” is not legal in any civilised country on Earth, but “Theft By Finder” is a well established legal principle. In any case, not all tablets are identical so there is no “one size fits all” method. Do the right thing: hand it in to police. In many countries if the item is not claimed within a set time (typically 6 months) then you may legally claim possession of the item.

Some tablets will be cloud locked and it's not much better than a coaster, however you can google the model of the specific tablet to look up the hard factory reset procedure if it exists.

Power down, hold in the volume+ button while you power up. That usually brings up the system menu that includes a factory reset. If that doesn't work, try other combinations of buttons while you power up.
