Is a TV amplifier gain of 11.5 db better than an amplifier with 7.5 db gain hooked up to 2 TV's and an outside antenna?

use the shortest cable necessary,,buy a couple or 3 antenna signal amps,,devices on the cheap are in used evrything stores

the noise figure of an amplifier is more important than its gain. lower nf is better. how much are their nfs? also for a better result, the amplifier should be installed closer to the antenna ( 1 m below it on the mast ) also it should have a limited bandwidth .. if no need for vhf, the uhf amplifier is better than a vhf + uhf amplifier. any question?

It depends on more than the conditions and details you mentioned. All cables and wires introduce losses. If one carefully (or merely lucks into) balances the gain of an amplifier against the loss in the cable, good results can be obtained.

Assuming the amplifier is located indoors then I would go with the 7.5 db one even though the other has more gain. The 11.5 db of gain is probably not all useful because of the signal to noise ratio. But a lot has to do with the quality of the amp, and if the 7.5 db amp had a lower signal to noise ratio it would be the better choice.
