First, please explain why it being 'exclusively black' bothers you, you seem to be racist or at least have racist attitudes,second, and to answer your question, they put it there and hired the people that they did because they thought it would be the most profitable for them, if it really bothers you so much, either don't go to Hooters or go to one that is more to your liking.
