First, there IS no "official height-to-width ratio" for the US flag. Second, if you have a ratio of 2 measurements, you cannot list it, as you have, as THREE measurements. You need to correct your ratio and re-post the question.

height-to-width refers to 2 numbers like a sheet of paper (ignoring the thickness) 1:1:9 refers to 3 numbers like a cuboid Check your question, something isn't right.
