Border protection step test??

Does anybody know how to count while doing the step test? I have to step on an 14 inch step 120 times and I don’t know how to count! Does “up,up” count as one or does “up,up,down,down,” count as one?

each time you put your foot on the step it counts as one, then 2 then 3 and so on
