If it is a formica countertop, you can get a piece of stainless steel cut in a square, and have the edges beveled. Fasten it to countertop with small screws. A very old Heloise hint. Results in a no-burn pot stop.

replace it. next best -- cut blisters out with very sharp tools [X-acto knife?] and fill the holes with epoxy. after the epoxy is well hard [several days at least] use the paint type products now available for refinishing [coloring] counter tops to create uniform looking surface
