No. People paint money all the time. The law says you can't 'deface' money in a way that makes it so you can't spend it, you can't use it as money. You can a draw a beard and mustache and beard on George Washington or even drill a hole through a quarter and wear it around your neck, but you can still pass that money so it's okay.
