Because the Obama White House and Department of State kept failing to fully supply the committee with requested documents and failed to provide personnel for testimony. So, they had to keep reconvening the committee. It's all there in the final report, for those who wish to purge themselves of ignorance on the topic.

Gwb was president for 911. It happened on his watch but the rep tribalism will do anything in it's power to avoid holding their team mates accountable. 911 was part of the most elaborate smear campaign in my life as the reps knew Hillary represented the greatest obstacle to their lust for power. "Investigation into the 2012 Benghazi attack. Ten investigations were conducted into the 2012 Benghazi attack, six of these by Republican-controlled House committees." All investigation w/ the same result of no wrong dong. How was this NOT overkill? Reps even admitted to the grandstanding designed to reduce the Hillary poll numbers.

Because in 9/11 they were actually interested in answers. Once they got answers they stopped investigating. With Benghazi they weren't interested in answers. They were solely interested in politically damaging Clinton and Obama. Kevin McCarthy, now the Republican leader in the House, admitted that the only reason they conducted Benghazi investigations at all is because they wanted to hurt Clinton ahead of the 2016 election. Because of this, they had to artificially keep the investigations going. When the initial investigation found no evidence of wrongdoing they just started a new one. This went on severla times, with all of them finding nothing wrong.
