Should creepy men be allowed to have jobs in the community where they are interacting with other people?

there was a psychological practice beginning in the 1950s where psychiatric-populations were put back into society to live with "normal" people; in this way they would adapt and live normal lives. however, when i look at society, and find that while 98% of the people in the community are christian, that 98% of the crimes are christian-on-christian crimes. even with 6000-christian churches in the USA there is still a lot of contentiousness, crimes, and evil-behavior. why is that, doesn't religion work to remove that creepy-evil from within the people?
