Of course. Quebec has 8.5 million people, of which less than half a percent are black (0.41%). Africa has 1.25 billion people, of whom 76% are black. It should be obvious.

Any big North American city have a black population, some more than others, but outside of the Montreal metropolitan area it's so white.
