So many reasons. Some were badly built, some were built in the wrong place, and some were built by people who didn't actually need them and couldn't really afford them, but it was all the rage at the time, so ....

The government banks and investors* want to create artificial scarcity to generate a property bubble. It is one of the reasons they're so fond of immigration too BTW. * many so-called property investors in major cities globally, including London, are suspected to be actually money launderers for organized crime - the Russian mafia in particular. Of course we shroud have no suspicion whatsoever of our political class in that regard now should we!!!!!
