At one time my answer would have been the U.K. but it is not such a safe place now and our education is so dumbed down that I'm finding my children are being taught things which are totally incorrect. It's so sad but those who were taught badly themselves can only pass on what they've also been taught badly

From stats Japan, Singapore and Brunei come out lowest for homicides (apart from very small countries Monaco, San Marino , Vatican etc which have zero most years). In practice most of Western Europe and most of Eastern Asia are pretty safe. In most countries, apart from central America, you are far more likely to be killed on the road than be murdered. 20x more likely in China.

Norway is rather safe, but so is Japan.
