The average high in New York in February is 42, the average low 28. In addition to that information, consider that you will not be going from home to car to destination to car to home (or hotel, I should say) but will be on foot, seeking a taxi, outdoors more than many people typically are. 42 isn't bad for the car people, but it's pretty cold for an eight block walk to a restaurant or museum. (Remember, too, that since it's a walking city, you need comfy shoes.)

I lived in New York long enough to have seen February temperatures from as low as negative single digits to as high as the 70s. While last week we had temperatures well below freezing, though not as cold as Chicago, this week we may see 60 degrees.

Assume the temp will be in the 20s (F) and it will be windy and possibly snowing. It's usually so unpleasant, the hotels drop their rates just to get customers. That's why the annual conference of a group I was in always had its convention on Presidents' Day weekend, which is when you will be arriving.
