Is Tophatter a Chinese scam?

Yes. I bought and paid for two things a long long time ago and never got them.They do not provide a customer service number to call. Their "terms" say they do not offer refunds.The merchandise is shoddy , made in China.The advertising is made to make it look good but most of it isn't. I am avoiding buying on Tophatter because of all this.
