What is Economy Shipping from outside US? Is it a ebay scam?

Not necessarily a scam, it is shipping the item(s) in the cheapest (and slowest) way possible. Container ship instead of aircraft. Weeks instead of days. Any deal made with a foreign seller has all sorts of ways to go bad, and there isn't much you can do about it. Ebay may de-list the seller, but they just come back with a new name. Having said that, I have bought numerous items from Hong Kong and mainland China, never had an issue. I received one item dead out of the box, emailed the seller, they shipped me a new one without question. Your mileage may vary, but if you don't need something tomorrow and can wait a couple weeks for shipping, you can find some bargains going that route.
