It looks like a customised CM125 or CM250. Not sure if the tank is original - looks to be from a 400 Super-four - and the seat has been replaced by an after-market or home made "café racer" style.

Personally; only Vincents or old Indians turn me on.. I cant get a scale from the picture. Looks like a 250-350 cc 2 cyl Honda. A CB250-350. At least the engine and frame. Tank is different, bars, of course. Custom diamond-tuck seat. Does it say anything on the covers behind the carbs besides: "Honda"?
