Pc turns black screen and wont turn on off?

My pc turns black screen after gaming for a bit and wont shut off or restart unless i pull the plug or flip the switch on the psu. My build is a b350 f gaming, ryzen 5 2600, gtx 1070 armor, corsair vengeance 3000mhz, and a 600w smart therlmaltake psu. No oc everything stock settings except fan speeds and it’s really cold so definitely cant be overheating

PSU problem? That one might be inadequate. Or "really cold" might not be the case on the video card chips. Fan speeds have been changed by you? Change back.

Everytime I turn off my PS4 Pro, I hear a double click noise as it’s shutting off, I did research and a lot of people have it to. Any ideas?
