Can students recieve federal financial aid if they only have a tourist visa in the United States.?

No. You can't attend school on a tourist visa. You need to apply to the school, get acceptance, then take that to a consulate to get an F1 visa. International students are not eligible for financial aid at the undergraduate level. In fact, you'll have to prove that you have enough money to support yourself in order to get the visa. At the graduate level, you can sometimes get an assistantship that pays your tuition and a salary to live on.
