Of course, Americans study at EU Unis and so do Australians, Indians and so on. They are open to all, always have been if you can afford the fees.

Expect to fulfill standard requirements to apply as a foreign student, pay foreign student fees, etc. Proof of sufficient funds for all school + living expenses + return transportation to country of citizenship is required to apply for student visa.

Yes. But depending on how Brexit goes, you may find you're charged higher fees as an international (rather than EU) student, and qualify for a student visa
