LED uses a lot less electricity and LED bulbs last longer. Replacing bulbs, regardless of the type is expensive as it can't be done by one person with a simple ladder. Solar means you do not need to run wires to the poles and in case of a power outage, the street lights continue to work. Street lights help to make cities safer, not just for cars, burglars and rapist prefer darker neighborhoods.
