No. Where is said Arms Race going on? I served in the USMC during the Cold War, Arms races are par for the course for me. And as far as large powers are concerned, Nuclear arms are no longer paramount. Cyber, Economic , and social warfare is much more important and more cost effective than nuclear arsenals.

I lived through the cold war so the race to get the most nukes isn't new to me.
