Any legitimate use for MoneyPak/Green Dot card for a prisoner?

A family member in a Georgia prison is asking his Mom to send him one, saying he owes money to other prisoners.

I am 100% certain he CAN'T legitimately owe other prisoners anything that can be paid with a card.
