When does cultural appreciation becomes appropriation in fashion?

I really prefer the term "misappropriation" because otherwise I don't even know it's supposed to be offensive. There's nothing wrong with "appropriating" things, immorality isn't a specifically defined part of the definition. imho, It's "appropriation" when it upsets people and there's no need for the person to appropriate anything.
